No, have not tried it on any other Windows versions.

I tried going to a website with Java 3D games and those wouldn't launch
either. So I tried installing Java 3D again, from
<http://java.sun.com/products/java-media/3D/download.html> . After
installing Java 3D, I could see the Java games, but they had the same
problem as the NeuroConstruct visualization. I then updated my graphics
card driver (was still on the 2007 version) and now it works fine!

You could try upgrading to the latest version of Java, and also try
adding the flag -Dj3d.rend=d3d in nC.bat (near the end, just after java
-Xmx%NC_MAX_MEMORY%), and running that from the command line.
