[HELICONIUS] HGC summary draft -- access issues explained

To be clear, access to the draft of the HGC meeting summary is currently
limited to those who attended the meeting.  Once the draft has been checked
over and verified by the attendees we'll make it more widely available (I
just want to be sure everything in it is accurate).  Hopefully this will be
done in the next week or two. I apologize for any confusion or
disappointment.
